The paper discusses the main results of a research aimed at investigating the relationship between the decisions regarding language policy and planning and the effects they may produce in Italy in the language educational context. The paper refers to 3 initiatives implemented in Italy in recent years: - the FAMI projects, explicitly linked to migration policies and aimed at promoting Italian language learning, teaching and assessment of adult migrants living in Italy; - a research promoted by the University for Foreigners of Siena - in collaboration with a Linguistic Landscape international research group - aimed at analysing the visibility and vitality of immigrant and migrant languages in Italy; - the language test required for the long stay permit introduced in Italy in 2010. The research discusses the alignment of those projects to the CEFR. The use of the document is mainly supported by rhetoric and policy statements that do not take into consideration the consequences concerning the procedures planned for the implementation of the projects and the social impact. The paper analyses the effects of the 3 projects especially looking at the of Italian language courses and learning and teaching materials for adult migrants.
Il saggio discute i principali risultati di una ricerca volta ad indagare la relazione tra le scelte di politica e di pianificazione linguistica e gli effetti che queste possono produrre in relazione al contesto dell'educazione linguistica in Italia. Il saggio fa riferimento a 3 iniziative attuate in anni recenti: - i progetti FAMI, esplicitamente legati alle politiche migratorie e volti a promuovere l'apprendimento, l'insegnamento e la valutazione della lingua italiana in percorsi aventi come destinatari i migranti adulti residenti in Italia; - una ricerca promossa dall'Università per Stranieri di Siena - in collaborazione con un gruppo di ricerca internazionale sul Linguistic Landscape - volta ad analizzare la visibilità e la vitalità delle lingue immigrate e migranti in Italia; - il caso del test di lingua richiesto per l’ottenimento del permesso di soggiorno di lungo soggiorno, introdotto in Italia nel 2010. Il saggio discute l'allineamento del test al QCER, dove l'utilizzo di tale documento è supportato solo da retorica e dichiarazioni meramente politiche che non prendono in considerazione le conseguenze riguardanti le procedure previste per l’implementazione del test e il suo impatto sociale. Il saggio analizza gli effetti di questi progetti in contesto italiano, rivolgendo particolare attenzione a quelli legati ai corsi di lingua italiana e ai materiali didattici per adulti migranti.
